December 9, 2013, members of the Ateneo Batch ’77 and ‘Women of Ateneo’ arrived as advance party to meet with the recipients of a SLOAR CLEAN WATER SYSTEM, which the group will be installing and donating to 20 needy barangays in the Province of Capiz and Roxas City. On hand to greet them were Vice Mayor Ronnie T. Dadivas accompanied by his wife Joanne, who happens to belong to the “Women of Ateneo’ as an alumni. Members of the Ateneo Group who arrived were, Irma L. Cecilio, Cynthia A. Montinola, Nanette D. Inigo and Anna Sarmiento.
Secretary Manuel ‘Mar’ Roxas II of the Department of Interior and Local government formally tuned over to the Roxas City Fire Department a brand new Rosenbauer TLF 400 Fire Truck which has a 1,000-gallon capacity and a 240 horse power water-cooled engine which can discharge 2,400 liters of water per minute. Because this new addition to our fire department will significantly enhance our firefighting capabilities, a resolution authored by Hon. Vice Mayor Ronnie Dadivas and Hon. Corazon Balgos-Tiangco entitled: A resolution expressing heartfelt appreciation to DILG Secretary Manuel Roxas II for enhancing the fire protection capability of our city through the endowment of a brand new Rosenbauer Fire Truck – was presented to Secretary Roxas in return.
Interior and Local Government Secretary Manuel ‘ Mar’ Roxas II arrived in Roxas City today, December 4, 2013, together with DSWD Secretary Carmen “Dinky” Soliman and DND Secretary Voltaire Gazmin to check on the on-going relief operations and recovery efforts being done in the Province. Accompanied by Cong. Antonio Del Rosario and Governor Victor Tanco, Sr., they met with the 17 Mayors of Capiz, Local Executives, Heads of Agencies and representatives of the Business Community, to discuss the rehabilitation plans for the province. Priorities shall be: Housing and resettlement, reconstruction of economic and social infrastructure, restoring government and private service, restoring agriculture and fisheries, as well as, re-energizing local economic development through livelihood and employment.
Among the urgent matters tackled were the approval of the 65 applications of New Franchise to operate motorcycle for hire within Roxas City and the MOA between the Roxas City government and the DSWD for the 4th cycle of the Supplementary Feeding Program for Day Care Center which will commence on January 2014. 2 proposed resolutions of Hon. Cesar Yap, Jr. were also approved: "Resolution Commending Dr. Catherine Yap-Asedillo for her Outstanding Achievement as one of the best if not the best Breast Reconstructive Surgeons in the Country". 20th Regular Session Sangguniang Panlungsod November 26, 2013
Five Members of the August Body rendered speeches during the Privilege Hour. Hon. Cesar Yap, Jr. gave a speech entitled “Pity the Poor” which was accompanied by a short power point presentation. He was followed by Hon. Krizza Fernando and Hon. Maria Capapas, both of which expressed their fond farewells as well as their deep appreciation for having been able to serve the people of their beloved City for 3 years as ex-officio members of the Sangguniang Panlungsod. Hon. Julius Abela then stood at the rostrum to update the members of the August Body about what transpired during the City Development Council Meeting which took place that morning at the Nesta’s Hilltop Restaurant. Afterwards, Hon. Vice Mayor Ronnie T. Dadivas relinquished his ‘Chair’ as Presiding Officer to Hon. Powell Del Rosario, in order to render his speech regarding his proposed resolution expressing profound gratitude to all the individuals, organizations, foundations for their generosity and swift response in aid of the Typhoon Yolanda victims in Roxas City.
Among the important matters taken up afterwards was the approval of a resolution authorizing the City Mayor to enter into and sign a MOA between the Roxas City Government and the PHILHEALTH, regarding the implementation of the Primary Care Benefits 2 package in the City of Roxas which will include free medicines for Hypertension, Diabetes and High Cholesterol. A resolution condoning or waiving the fees for certifications and clearances in the respective offices of the City Government of Roxas to give due consideration to typhoon Yolanda affected constituents of the City of Roxas and Province of Capiz was also approved unanimously.
17th Regular Session of the Sangguniang Panlungsod The session began with 3 councilors availing of the privilege hour. Hon. Cesar Yap spoke about the rise and fall of mega cities and the negative effects of urbanization that we should prepare for. Hon. Vice Mayor Ronnie T. Dadivas relayed to the august body the vision of Sec. Mar Roxas of providing capizeños much needed technical skills trainings and his directive that all efforts must be made to address the increasing drug problem. Vice Mayor Dadivas submitted a proposed ordinance entitled: “Requesting the City Mayor to create w drug-watch commission to undertake and conduct random drug testing on local government and barangay officials, government employees, military and police personnel assigned in Roxas City, students, other concerned sectors and appropriating funds thereof,” in order to be able by to ensure that the integrity of public service is maintained, for a drug free Roxas City 2014. Hon. Powell Del Rosario, in response to the Vice Mayor’s speech challenged the august body to mandatory drug testing that afternoon, since Good Housekeeping truly should start at Home.
16th Regular Session Sangguniang Panlungsod Business as usual for our Beloved Vice Mayor and Honorable City Councilors as they tackle pertinent matters at hand. Hon. Cesar Yap. Jr. made use of his previlege to address and inform his constituents regarding the importance of Breast Cancer Awareness and Prevention. Among the pending subjects discussed were reports by the committees on Environment, on the Crafting the Roxas City Environmental Code and the committee on Public Utilities pertaining to ammendments on the proposed ordinance regarding the renewal of Tricycle Franchises.

Highlights of this session are measures and projects which may have significant impact on the development of the city or on its residents are:
1. Request of the passage of an Ordinance requiring the food service industry to include half-rice serving in their menu to support the campaign of the Department of Agriculture to promote the responsible consumption of rice, as per Presidential Proclamation No.494 of His Excellency, President Benigno S. Aquino III.
2. Quarterly Accomplishment Report of the City Engineer, covering the period July to September 30, 2013. Reported by Engr. Danilo Tumlos highlighting the completion of the temporary terminal. Permanent terminal is expected to be completed early 2014 as per report.
3. DILG MC No. 2013-086 re: “Free of Charge Registration of Births, Deaths, Marriages and foundlings”, for appropriate action.
4. Request by the City Mayor for the approval of Sixty Five (65) applications for New Franchise to operate motortricycle for hire within the territorial limits of Roxas City laid for further study by the Chairman, Committee on Public Transport.
Its Boys and Girls Week sponsored by the Rotary Club of Roxas City. Student representatives had been chosen to act as the Sangguniang Panlungsod for their counterparts in the regular session this afternoon, giving them hands-on experience how it is to be part of the legislative body. Roxas City has a new Chief Superintendent, Police Superintendent Julio T. Gustilo, Jr. who reported on the Quarterly Accomplishment of the Roxas City PNP.
WELCOMING AN OLD FRIEND … VM Dadivas warmly welcomes Supreme Court Administrator Justice Midas Marquez, a friend since way back during their neophyte days as attorneys at the Supreme Court. Justice Marquez arrived for the 15th MeTCJAP (Metropolitan and City Judges Association of the Philippines) National Convention which was held at the El Circulo Convention Center from September 18 – 20, 2013. A welcome luncheon hosted by former Justice Josue N. Bellosillo followed and honored guests included Justice Marvic Leonen, Associate Justice of the Supreme Court of the Philippines, former Cong. Rodriguez Dadivas, honorable members of the RTC and MTC.
A Meeting of the Minds….. In an Executive Legislative Agenda conference of Roxas City elected officials hosted by DILG and held at Smallville hotel, Iloilo City last September 17-19, discussions were held how best to serve the needs of Roxas City from the legislation and operations point of views. Mayor Alan Celino headed the executive branch of office and correspondingly, Vice Mayor Ronnie Dadivas together with Sangguniang Panlungsod members led the Legislative Branch in the discussions. Better coordination of plans and programs is expected after this conference.

A privilege speech given by Hon. Dr. Cesar Yap, Jr. began the 11th Regular Session regarding the importance of regulating the quality of medicines being sold and used in the City of Roxas. Committee reports followed, given by the Committees on Environment, Human Resource and Development and the Committee on Police, Fire, Peace and Order. After addressing other pressing matters, the August Body took time to greet Hon. Trina Marie Almabis- Ignacio on her birthday.
PAG-ANGAT NG ANTAS NG KABUHAYAN. Orientation of ANAC-IP Scholars. 3rd floor SP Session Hall, Roxas City Hall. Being the representative designate of the ANAC-IP scholarship program, Vice Mayor Ronnie Dadivas personally conducted and orientation for the prospective scholars of ANAC-IP. Recipient to the scholarship program are Capiz State University, Colegio Dela Purisima Concepcion, Hercor College and Filamer Christian University students who qualify under the requirements of the program. Eighty students have attended the orientation session.
10th Regular Session Sangguniang Panlungsod September 3, 2013 SP Session Hall The Session was greeted with two privilege speeches; one concerning experiences during their legislative seminar at UP by Hon Cesar Yap and the second by Hon. Ronnie T. Dadivas concerning a proposed ordinance on the regulation of amusement places to include " periahan" which has been operating on a daily basis at Bgy. Banica. Pictures were presented showing minors participating the the "wheel of fortune" games.

Orientation for Local Government Units on the Mandate and Functions of the Regional Development Council and NEDA. Government officials from both the city and province attended the presentation hosted by NEDA Region 6. A Memorandum of Agreement was signed between NEDA and the Province of Capiz on the integration of DRR/CCA Projects together with sessions on Planning, Investment Programming, Monitoring, and Knowledge Management.
After a recently concluded sporsfest, members of the Kapisanan ng mga Broadkasters ng Pilipinas (KBP) donned their jerseys once again for a friendship game against CRAASCU headed by none other that Vice Mayor Ronnie T. Dadivas.
CRAASCU Secondary Level Champion - Tanque National High School, won over the Capiz National High School Titans during their championship game at the Dinggoy Roxas Civic Center. Sportsmanship at its best.
PROTECTING OUR FISHERIES RESOURCE – a committee hearing conducted by the Committee on Environment on the apprehension of illegal fishermen within the territorial waters of Roxas City giving insights to SP members about the situation of our waters and how to improve vigilance against illegal fishing activities. The resource we protect today will give a better future for the next generations to come.
In his message as Induction Officer of the Joint PTA/Mentors’ Club Officers of the Don Manuel Arnaldo Memorial School of Milibili Roxas City, Vice Mayor Ronnie T. Dadivas stressed on the importance of education as an investment for our future. In line with this, he has made it known that he will be extending his scholarship program to accommodate deserving students of the Don Manuel Arnaldo Memorial School. The Induction Program, led by Ms. Suzette B. Falsis, Principal II, was held at the Green Mountain Resort Malocloc, Ivisan last August 21,2013. Mrs. Emma P. Pagdilao, Public Schools District Supervisor gave the Inspirational Message, while PTA President, Mrs. Josephine T. Delos Reyes and Mentors’ Club President Mr. Romulado A. Antioquia, Jr. graced the occasion through their response and parting words of appreciation.

August 16, 2013 at Dinggoy Roxas Civic Center KBP Capiz Chapter Sportsfest A moment of camaraderie and friendly competition of basketball among members of the Kapisanan ng mga Broadcasters sa Pilipinas(KBP) of Roxas City. Participating were ABS-CBN, Bombo Radyo Roxas, Radio Mindanao Network(DYVR), Intercontinental Broadcasting Corp.( DYJJ), and the Capiz Provincial Press Bureau. The event was graced by the Governor of Capiz, Gov. Vic Tanco, Vice Mayor Ronnie T. Dadivas of Roxas City and the managers of participating radio and television stations. The combined team of DYJJ and ABS-CBN took the trophy home.

Presentation of the proposed Sanitary Landfill at Barangay San Jose, Roxas City by Amphil Construction and Consultation Company.
