131st session of the Sangguniang Panlungsod






During the 131st session of the Sangguniang Panlungsod this March 26, 2013 important measures were discussed and approved:

An Ordinance Establishing Regulating the Care and Custody of Dogs, authorizing the Confiscation, impounding and disposition of Stray & Potentially Vicious Dogs, Imposing Penalties for its violation and for other purposes authored by Hon. Powell del Rosario and Hon. Teresa Almalbis.


GENERAL PROVISIONS

SECTION 1. TITLE - This Code shall be known as the “ROXAS CITY DOG OWNERSHIP REGULATION of 2013.”

SECTION 5. - All owners or possessors of dogs within the territorial jurisdiction of this city shall register their dogs with the City Veterinarian Office within two (2) months after the effectivity of this Ordinance and on or before the 31st day of January of the following years except those who became owners or occupants of any residence or establishment thereafter, provided they can show proof of the initial date of their ownership, residency or occupancy, in which case, they shall comply with the registration requirement with thirty (30) calendar days immediately following their ownership, residency or occupancy thereof. Registration shall be free within two (2) months after the effectivity of this ordinance. After the two (2) months grace period, registration fee shall be charged at Php100.00 for each dog.

SECTION 8 - If a dog is outside the premises of a residence or establishment, it must be securely held on leash and must be accompanied by the owner or possessor thereof. The leash shall not be less than one (1) meter nor did to exceed three (3) meters in length, and if the dog is categorized as medium or large it must be on choker, otherwise the dog will consider a stray dog.


SECTION 20 - The City Veterinarian, the Task Force, barangay officials, employee or representative concerned shall not be held liable or responsible for whatever may happen to a dog caught outside the premises of a residence or establishment within the territorial jurisdiction of this city; provided further, that the penalties imposed under this Ordinance shall be without prejudice to the institution of any criminal and/or civil action by the aggrieved party/ies arising from death or physical injury and/or damage to property.
